摘要
技术创新存在着两种溢出,即生产者与消费者之间的绝对溢出,以及技术创新者与生产者之间的相对溢出,相对溢出的大小与制度完善程度有关。解决技术创新溢出可以采取不同的措施。
The Tech-innovation Spilloverthere were two spillover ways. One way is that The Tech-innovation Spiliover consumers, other way is that The Tech -innovation Spillover The Manufacturer who produces the manufacture by The new Technology. So, People should use different measures to resolve The Tech - innovation Spillover.
