摘要
平安建设的理论内涵,应逻辑地认为是我国在新的发展格局下形成的具有向更高目标发展的社会环境之需要,是由政府引导下全社会参与的处理改革、发展、稳定三者关系所搭设的新平台。构建和谐社会状态是平安建设追求的核心目标,而稳定化、秩序化、理性化、和谐化构成了平安建设的基本衡量指标。建立权责一致、权利保障、治安恒定、道德宣化的平安建设承载机制则是实现这一目标的基本保证。
The theoretical intension of the construction without mishap is considered logical that the social environment requires higher target development in new pattern. It is a new platform guiding by the government, which everyone take part in. Building a harmony society is a key target in pursuit of construction safe and sound. And the basic target of the construction safe and sound consist of the stable, order, the rational ＆ harmony. The construction safe and sound is the basic guarantee of realizing right, public order, moral advance.
