摘要
治安承包协议有其存在的现实需要性和法律正当性。治安承包协议本质上是一种行政合同,它顺应了政府公共管理社会化的发展趋势,并在实践中卓有成效。当前,应加强对治安承包协议的规制,并确立科学合理的评估指标。
From the perspective of administrative law the text analyzes the legal nature of public order contract. On the basis of argumentation about its reality and legitimacy, the text will contrast its features from different angles to the legal nature of administrative contract and explore the reasonable evaluation way.
