摘要
我国目前的劳动力就业正处于总量与结构双重失衡的困难时期,为适应当前的具体情况——劳动力素质 普遍偏低,灵活性就业无疑就成为解决这一问题的重要途径。在对灵活性就业的基本概念、成因和目前所存在的 问题进行探讨的基础上,对天津市灵活性就业的绩效、对策措施进行深入分析,最终得出关于促进灵活性就业发展 的一般性结论。
In our country, the employment is in the period of double disequilibrium in total amount and structure and the labor's quality is low. To fit this situation, flexible employment has been an effective way to solve this problem undoubtedly. In this paper, we try to analyze the performance and the policies and measure of the flexible employment in Tianjin, based on the discussion of the concept, reasons of the flexible employment and the questions existed at present in the developing of the flexibility employment. Through the analysis above, we also get the general conclusion to promote the flexible employment in our country finally.
