摘要
“民工荒”与用工企业不规范用工、我国经济结构战略调整、民工的供给变化、民工流入地政府监管与服务欠缺等有关。“民工荒”在一定程度上保障了民工流出地经济发展,推动了用工企业现代企业制度改造,促进了民工流入地政府服务意识与质量的提升,增进了民工维权意识。“民工荒”的积极效应要与当前农村劳动力转移问题结合起来予以理性认识。
The reasons that result in shortage of peasant workers are as follows: non-normative making use of workers in those enterprises which hire peasant workers; the strategic readjustment of economic structure and the change of rural laborers supply in current China; the shortage of administrative supervision and public services as a result of local governments which are responsible for affairs of peasant workers inflow, and so on, To some extent,the phenomenon of the shortage of peasant workers could promote the economic development of these areas,where farmers outflow; propel the transform of modem enterprise system for the enterprise which hires peasant workers; promote the servicing consciousness and quantity of local governments; enhance the consciousness of peasant workers in safeguarding their legal fights. So, we should combine the positive effectiveness of the shortage of peasant workers with the redundant labor transforming in rural areas, and to recognize it rationally and scientifically.
