摘要
国有企业是我国国民经济的基础,但长期以来,国有企业普遍存在缺乏活力、效益低下等问题.从制度因素看,国有企业报酬机制安排上存在缺陷,是导致国有企业缺乏活力、效益低下的一个主要原因.在建立社会主义市场经济体制和现代企业制度过程中,国有企业报酬机制的安排,必须与市场经济体制相容.文中重点分析了在市场经济条件下,国有企业报酬机制应具有的特性.在此基础上,对“按劳分配”原则和国有企业现行报酬机制存在的问题进行了讨论.最后。
The state owned enterprises are the basis of our national economy, however, most of them have been lacking vitality and being inefficient for a long time. From the institutional arrangement point of view, the defects of the compensation mechanism used in Chinas state owned enterprises are one of the pivotal factors which result in the above mentioned problems. So the newly built compensation mechanism should be compatible with the market economy system in the process of seting up the Chinas state owned enterprise institution. This paper focuses on the compensation mechanism of the Chinas state owned enterprises. First of all, we analyze the characteristics which the compensation mechanism of the Chinas state owned enterprises should possess under the market economy system. Then, the consequences resulted from the 'Pay according to work' and the compensation mechanisms performed past and currently are discussed. Finally, a more suitable compensation mechanism for the Chinas state owned enterprises is analyzed.
