摘要
论及的Pareto准则K、aldor—Hicks—Scitovsky准则与Coase定理之间逻辑关系,指出Kaldor—Hicks—Scitovsky准则应该是评价公共产品价值的基本准则。在此基础上给出公共产品社会效益的概念以及公共产品社会效益的计算方法,进而给出公共产品的社会效益与经济效益之间的关系表达式。
This study examines the logic relations between Principle of Kaldor-Hicks-Scitovsky, Principle of Pareto and Theorem of Coase, and points out that Principle of Kaldor-Hicks-Scitovsky should be the basic principle to evaluate the public investment plan. On this basis, it offers the conception of social efficiency in public investment program and the computation method of social efficiency of products in public investment program, and further, provides the relation equation between social efficiency and economic efficiency of products in public investment program.
