建设服务型政府,其实质是政府自己重新定位,重新确立政府、公民和社会的公共伦理关系,最终确立与这个时代相适应的公共伦理精神。
Building the service government, its essence is a government reorientates, establish the public ethics relation between government, citizen and society again, establish the public ethics spirit in conformity with this era finally.
