摘要
一个比较有效率的科技宏观管理体制,在设定行为主体关系时,应具有较大的包容性、全面的覆盖性与强有力的黏合性,以及比较宽松、有容忍度、开放性等特征,有助于加强科技创新与改善生活质量、促进经济增长的有机结合,促进微观组织的创新活力。同时,我们要从科技创新的不确定性和企业盈利模式出发,构建具有灵活的、可调整的科技宏观管理的作用机制,从而使科技资源的投入较准确地用在经过选择的科技创新项目上,提高科技创新的投入产出比。
In setting up a behavioral subjective relation, a relatively efficient scientific macro-management system should have a large comprehension, a full coverage and a strong cohesion, as well as the features such as comfort, leniency and openness, etc. Thus helps to enhance technological innovation, to improve life quality , to promote an organic combination of economical growth, and to promote the vitality of microorganization innovation. At the same time, we must start from the uncertainty of technical innovation and the pattern of enterprises＇ profiting, to construct a flexible and adjustable functioning system of technical macro-management, thereby to make the investment of technical sources be correctly used to the chosen projects of technical innovation, and to raise the input-output ratio of technical innovation.
