摘要
绩效评测是反映和改善组织运作效能的重要管理方法。从衡量政府应对突发事件的能力出发,充分考虑了政府的公共服务职能和应急管理特性,应用平衡计分卡构建了政府应急管理组织绩效评估指标体系,使用AHP多层次模糊评测法研究建立了政府应急管理组织绩效评估模型,并对评价指标关联因素进行了量化。为准确把握和评价我国政府处理突发事件的应急管理水平,制定合理的提高策略与措施提供了有效的差距分析依据。
Performance evaluation is an important method to assess the operational level of organizations. In this paper, with a view to evaluate the ability of government emergency management, and by taking into consideration government functions of public service and emergency management, the performance evaluation model of government emergency management organization is proposed based on balanced scorecard (BSC). AHP - based fuzzy comprehensive means is tried also to quantify the system, which helps to make reasonable strategy by gap analysis.
