摘要
20世纪六七十年代以来,“新公共管理”运动的发展推动了统治型行政文化和管理型行政文化向服务型行政文化的转变。作为一种新型行政文化,服务型行政文化表现出民本位、有限性、责任性、高效性、参与性等特征。构建服务型行政文化具有重要的意义,构建的途径应当是对我国现阶段行政文化中的三部分内容分别进行合理扬弃,使其有益成份和先进特征实现内在整合。
Summary of the essay: Since the 60, 70's of 20th century, the development of "new publie management" movement has impelled the transformation from rule - oriented administration culture and the management - oriented administration culture to the service - oriented administration euhure. As one kind of new administrative eulture, the service - oriented administration culture displays characteristics including putting people first, limitation, responsibility, effeetiveness and participation and so on. In China, establishing the service - oriented administration eulture is vital signifieant. The eonstrueting way should be to reasonably develop the good and discard the bad of the three parts of eontents of present administration culture in China separately and make beneficial ingredients and the advanced characteristics realize intrinsic conformity.
