摘要
水资源合理配置有两个层面上的意义,其一为遵循某些原则在流域、区域尺度上进行的水量调配,即初始水权的分配;其二为各区域在获得配置份额后,在供水对象尺度上再次进行分配,即在区域范围内各用水户之间的调配。在建设节约型社会的新时期,水资源合理配置对实现社会、经济和生态环境的协调发展起到关键的纽带作用,充分认识和正确处理各种配置要素显得尤为重要,现尝试从概念、内涵、外延等方面对水资源合理配置进行再认识。
Water resources allocation includes two kinds of meaning. One is the water resources allocation from river basin or region scale based on certain principles, which is the original water rights allocation. The other kind of meaning is to reallocate water during all the supply objects after the region obtained water right, We encounter the period of constructing economy society eurrently; water resources allocation is the key ligament of the harmony among society, economy and environment. It is very important to acquaint and deal with various scheme elements. This paper attempts to apprehend water resources allocation profoundly from aspects of conception, connotation and extension.
