摘要
民间投资对于缓解就业压力、维护社会稳定;保证国民经济健康发展、增强我国的综合竞争力具有重要意义。但近年来民间投资的增长结构失衡,投资增长速度相对趋缓。究其原因,既有与国有企业相类似的市场环境等制约因素,也有观念、体制、法规、制度等方面的因素。因此,要放宽市场准入机制;加速金融创新,创造多渠道的项目;改革财税政策,减轻企业负担;建立系统的社会化咨询服务体系,提高行政执行效率,加强政策落实。
Private investments are of the constructive significance for relieving the pressure of employment, remaining social stability, guaranteeing healthy development of the domestic economy and strengthening the comprehensive competitive power. But there have appeared the facts of the unbalance of increased private investments and of the slowness of the investing speed because of the restrains of those similar national marketing environments and notion, mechanism, regularity and system. In order to keep a sustainable development of the privately owned investments, there is a must to broaden the entry marketing mechanism, increase the financial innovation, build up multi-channeled projects, reform the finance and taxation policy, and set up the systematical socialized consultation system for administrational efficiency and policy fulfillment.
