摘要
我国转轨为市场经济社会并发展为工业化社会,使得“三农”问题更加棘手,生态环境恶化,各种社会问题亟需化解。党的十六届四中全会确定解决这些问题的指导思想是科学发展观,主题是能力建设。因此,系统优化生态农业县能力建设是适应实践要求,解决发展中问题的重要措施。目前尚未有公开发表的学术论文讨论生态农业县能力建设的内涵,这不利于人们从一般意义上把握如何建设生态农业县。为此,应当研究生态农业县能力建设的内涵,并在此基础上应用系统工程思想构建具有现实意义的生态农业县能力建设工程体系。
As China is turning herself into the market economy and industrial society,the 'tri-agricultural-problem' becomes more difficult to resolve,the ecological environment gets worse and social problems are more complicated.In order to solve the present problems,it is necessary to optimize capacity building of constructing ecological-agriculture counties in a systematic way.As there are few publications in this field,we first research the connotation of the capacity building of constructing ecological-agriculture counties.Then by applying the system engineering theory,a framework has been established for the capacity building of constructing ecological-agriculture counties.
