摘要
中国石油科技有自己的特色,但总体上还落后于西方发达国家。中国石油科技必须走自主创新的道路,不能单纯依靠技术引进和增量型工作实现技术发展。鉴于此,以石油地质理论创新为例,阐述了中国石油科技自主创新的必要性和迫切性。提出中国石油科技创新具有原始性特点,必须突破传统理论范式的束缚。建议中国石油企业加强基础性研究,使之成为创新网络中的一个重要节点;总结和反思以前公司上市时的分开分立安排,建立石油公司与技术服务公司的战略联盟;并以整合三大石油集团(公司)内部研发力量为基础,与一些大学和科研院所合作,建立创新共同体和行业性创新基地,承担起石油科技自主创新的重任。
Despite its unique ways of development, China still lags behind thedeveloped countriesi n itsp etroleum-relatedt echnologicalr esearch,w hichmakesi t increasinglyn ecessaryf orC hinat o blazea t rail towardsi ndependent innovation, instead of depending excessively upon technologies importedfrom abroad. Taking the innovation in oil geology theories as an example,the authori llustrates then ecessity andu rgencyo fi ndependenti nnovationin the oil-related technologies, pointing out that the shackles of thetraditionalt heoriesh avet o bes hatteredf oro riginali nnovation.T hea uthorsuggests greater efforts ought to be made for basic research, on the part ofChinese oil companies, to turn it into a critical link in the entire chain ofinnovation; calls on oil companies to enter into strategic alliances withtechnical service providers, and, based upon the integrated internal R&Dresources of the three big oil groups (companies), seek cooperation withuniversities and research institutes to establish a new community forinnovation and take up the responsibility of independent research in oiltechnologies.
