摘要
科层制是近代管理行政发展的必然结果,它是服务于效率追求的。但是,由于它的层级制、专业化和形式合理性,往往并不能真正实现效率目标。在20世纪,存在着各种各样完善甚至否定科层制的方案,但是,都没有真正实现对科层制的超越。其实,超越科层制的切入点应当是对行政人员道德价值的关注。只有充分理解了行政人员的道德生成机制和作用机制,才能设计出行政人员道德实践得以发生的制度。而且,从当下的现实来看,根据行政人员道德实践的要求而进行制度设计的时机正在到来。
Bureaucracy is an inevitable result from the evolution of supervising administration in modern times. It serves a pursuit of efficiency. The aim of efficiency, however, often fails to come true owing to its hierarchy, specialization and formal rationality. During the 20th century there were various designs for improving and even for denying bureaucracy. But, all the designs could not go beyond bureaucracy indeed. Actually, the key point for exceeding bureaucracy should be focused on administrators' moral values. Only when we have a good understanding of administrators' moral genetic and functioning mechanisms, we can make institutional designs by which administrators' moral practice will take place. Furthermore, viewed from the current situation, the opportunity for institutional designs in line with administrators' moral practice is coming now.
