摘要
国有企业的改革从70年代末开始,已经历了20多年的历程。回顾我国国有企业的改革历程,国有流通企业的改革滞后于国有生产企业。国有流通企业改制势在必行。党的十四届三中全会明确提出,将建立“产权明晰、责权明确、政企分开、管理科学”的现代企业制度作为我国企业改革的目标。国有流通企业改制的目标同样是建立现代企业制度。流通行业属于竞争性行业,国有资本从国有流通企业退出是国有流通企业改制的核心问题。笔者就国有流通企业改制的目标以及法律调整提出浅显的认识。
