摘要
西部农村基础设施建设普遍落后,已成为影响西部地区经济社会发展的瓶颈。本文在分析西部农村基础设施建设现状的基础上,指出西部农村基础设施建设存在着中央政府与地方政府分工合作不顺、农村基础设施建设投融资方式单一、管理体制不健全三大困境,提出西部新农村基础设施建设应深化财政管理体制改革,推进融资方式创新,完善农村基础设施经营管理体制。
Based on the fact that the poor infrastructure is the major cause of the retarded development of Western China＇s rural economy, the paper points out that the lack of cooperative efforts from the local and the central governments, the lack of a plural investment method, and the lack of a healthy management system are the major three reasons for the retardation of the infrastructure construction.
