摘要
针对我国科研原始创新缺失的现状,从科研发展战略、科研体制、科研机构以及科研人员等四个方面对其原因进行了深层次的分析,并结合我国科研创新实际,从宏观层面提出了提升我国科研原始创新能力的战略对策.
In view of existing situation of lack of original innovation of China＇s scientific research, it analyzes the radical causes from the four aspests： The scientific research strategy, scientific research system, scientific research institution and scientific personnel with domestic scientific innovation practice, it puts forward some strategy measures and suggestion for promoting the ability of original innovation of China＇s scientific research in strategic level.
