摘要
模型是人类用以表述、实现或检验理论思维成果的主要工具,是对现实事物的简化、模拟和抽象,又是理论的具体化和抽象化。它可以用于解释或证明,也可以用于描述或预测。探讨构建突发公共事件预警管理系统模型,旨在以系统、科学的理论和方法,回答和解决预防各类突发公共事件所必须面对的问题。这些问题又主要涉及到突发公共事件预警指标体系理论模型的构建,预警机制管理系统模型的构建,预警管理系统功能模型的构建;涉及预警管理系统的运行流程和完善预警管理系统措施的建议等。
Model is a main instrument which man uses for expressing, realizing or testing the theoretical thinking result. It is predigesting, simulation and abstract of real existence, but is embodiment and abstract of theory as well. It can be used for explaining or proving, and describing or forecasting in addition. We probe into the founding of administrative system model of emergency forewarning in order to react to and solve the problems that various public emergency should face, by using systematic and seienlific theory or method. These problems refer to several issues such as establishing theoretic model of emergency forewarning indicator system; establishing the administrative system of forewarning mechanism; establishing the functional model of forewarning administrative system; the operating flow of forewarning administrative system and measures of perfecting the forewarning administrative system, etc.
