摘要
本报告主要采用问卷调查、实地调研、文献研究、召开各类座谈会、工作会议以及课题组集中研讨等方式,对江西省广播电视大学远程教育的现状和毕业生情况作了全面的调查和分析研究。调查较完整地揭示了江西电大2000年1月至2005年6月这一段时期的办学规模、办学类型、层次、规格、专业设置、经费投入、省级电大以下的机构设置、管理体制等各方面的基本情况和数据,也反映了电大教育二十七年来取得的成绩和经验,以及电大改革发展中面临的主要问题和困难,探讨了电大今后的定位、目标和发展思路。报告认为,经过二十七年的发展,电大主动适应经济和社会发展大面积培养各类应用型人才,已成为高等教育体系不可或缺的重要组成部分、成人教育的中坚力量和现代远程教育的主力军。电大为转化人力资源、提高国民教育素质,为促进高教大众化,优化高教结构、构建学习型社会、建设终身教育体系,作出了突出贡献。多年来,电大已形成了从中央电大、省级电大到地市县电大多级办学的教育系统,建立了多类型、多形式、多层次办学的灵活体制和模式,形成了以多媒体应用为特点的三网合一、三级平台互动的网络化数字化教学环境。电大教育积累了二十几年的办学经验,体系独特、特色鲜明、管理规范、效益突出,已成为不可多得的国家教育资源。但也应看到,电大发展过程中也存在着很多困难和问题,如宏观办学环境方面,定位不清、办学政策依据不足、办学的自主权没有落实、远程教育法律地位不明确、经营投入无保证,面临各类教育畸型竞争的非正常的外部办学环境的压力等等。在电大内部,则存在系统方面的危机,如系统弱化、分化、失控等,地方教育资源整合的背景下,电大面临严峻的考验。另外,电大内部在教育观念、管理方式、核心竞争力等方面,与开放教育的要求,与电大在新时期的任务还不相适应。解决以上问题,首先是政府要加强管理,规范办学,对各类教育准确予以定位和划分功能,确立其法律地位,依法办学,使电大发展有一个良好的外部环境。特别是要尽快为远程教育的立法和完善电大办学的政策依据,解决电大的办学地位(自主权)问题。电大自身还要加强系统建设、深化内部管理体制改革,坚持四个面向,进一步搞好资源建设,提高师资队伍素质,强化核心竞争力,继续发挥电大优势和特色,坚定建设有中国特色的远程开放大学的奋斗目标,要以质量求生存,以特色求发展,以创新求未来。
By virtue of questionnaire, on-the-spot investigation, documents research, various symposium and meetings, seminar discussion and so forth, this report investigates and analyzes the actual state and graduates of long-distance education of Jiangxi Radio&TV University in a comprehensive way, This paper has fully uncovered the general conditions and data of teaching scale, level, standards, course settlement, budget, institution arrangement below the province-level of Radio&TV University and management system during the period of Jan.,2001 and June,2005, and has reflected the accomplishment and experience achieved in the past 26 years and the essential problems and dilemma facing the reform and development of Jiangxi Radio&TV University, and has probed its orientation, goals and developing train of thought. The report holds that Jiangxi Radio&TV University, after experiencing 27 years" development and actively adapting to the a variety of talents needs of economic and social development, has practiced into the indispensable part of higher education, the backbone of adult education and the main force of modern long-distance education. The University, by transforming personnel resources and upgrading quality of our citizens, has contributed enormously to the publicization of higher education, optimize teaching structure, construe study-oriented society and construct study-all-the-life education system. In the past years, the University has established multi-level education system form the Central Radion&TV University to province-level and city-level universities, and set up flexible system and model of managing the teaching in a way of multi-type, multi-form and multi-level, construed a interactive, netized and digitized teaching environment of combined three-level networks and platforms characterizing the use of multi-media. Jiangxi Radio&TV University is particular in system, clear-cut in characteristics, standard in management and prominent in beneficial result and has our national invaluable education resource by accumulating more than 20 years" experience. Nevertheless, it' s worthy to pay attention to numerous difficulties and problems in the University's development, such macro teaching management as vague orientation, unreliable teaching policies, unimplemented autonomy of teaching management, unclear legal position of long-distance education, and unconfirmed expenses and external pressure of teaching management produced by various irrational competition and so on. In the internal part, the University faces severe testing such as the weakenization, disunion and uncontrol on the background of local education resources integration. In addition, the University is not harmonious with the requirements in this modern period in the aspects of education idea, management style and core competitiveness. In order to solve the present problems, what come first is the government should impose effective management, regulate teaching running, position education and classify its function, confirm its legal position, and run the teaching legally to make sure a positive surroundings for the University. Particularly, it's urgent for us to lay down a law for long-distance education, perfect the policy and put forward a solution to its autonomy, Simultaneously, the University itself should improve the construction as system, deepen the reform of intern management, stick to the "four facing", further the resource construction, enhance quality of faculty, raise the core competitiveness, develop the advantages and characteristics, strengthen the great goal of long-distance education with Chinese characteristics, live on by quality, and develop by characteristics and future the University by creation.
