摘要
如何协调好政府间关系,既是一个历史难题,又是改革中所面临的现实挑战。条块关系是中国政府间关系模式的基础,也是地方政府体制中基本的结构性关系。“条块分割”的政府管理体制造成了行政效率低下、政府机构庞大和中央决策的“中间梗阻”等诸多问题。为了给当前政府间关系重构的实践提供有益的经验,很有必要对条块关系作一个深入、系统的理论研究。
How to coordinates the intergovernmental relations, not only is historical difficult problem which always exists, but also is the reality challenge which in the reform faces. Tiao-kuai relation is the basic structural one of local government system in China. Tiao-kuai segmentation causes many problems, such as low administrative efficiency, huge government size, and difficulties of implementing the central government＇s policies. The article has discussed several basic questions in research of Tiao-kuai relaition, as well as methodology choice.
