摘要
社会的协调发展需要有完善的社会保障法律体系支持。但是在我国,由于调整对象自身因素、国情因素、成本因素、制度因素以及技术因素的制约,使社会保障立法发展滞后,长此以往,势必影响完善的社会保障体系形成和改革、发展、稳定的全局。因此,应树立科学发展观,趋利避害,加快社会保障立法的步伐,制定出完善的社会保障良法。
The coordinated development of the society needs the support of a complete social security legal system but in our country, social security legislates is blocking the smooth development of the social security system. There are four factors involves responsible for it： adjustment target, national conditions cost system and technology. So, the country should establish a scientific development view, go after profits and avoid disadvantages, speed up the steps of legislating in social security, make a complete social security law.
