摘要
转轨国家随着自身经济改革的深入发展,其中的金融制度也由计划金融转向了市场金融。在这个强制性的转轨过程中,政府起着巨大的推动作用。在全球金融服务贸易自由化的大背景下,我国作为转轨国家,政府可通过补贴、税收等手段培育国家金融服务贸易竞争力,同时不断调整财政功能和金融功能,扭转金融资源财政化趋势,促进金融机构的商业化经营。
With further development of economic reform in the transition countries, their financial system has also changed from planned finance to market finance. In the process of transition, the govemment serves as a powerful drive： In the context of global trade liberalization of financial services, our country, as a transition country, may cultivate the competitiveness of national financial service trade by means of subsidize and taxation, continuously adjust the fiscal and financial functions, change the fiscal trend of financial resources, as well as promote the commercial operation of financial institutions.
