摘要
县域内的产业集群是区域创新体系的重要载体,县域内的产业集群的多样性和特色正是区域创新体系的活力所在。而建设区域创新体系和县域经济互动发展的关键是促成产业集群形成和发展的制度条件。黑龙江省要实现县域经济和区域创新的互动发展,就要实施适合黑龙江省省情的发展战略。该发展战略包括目标体系和具体措施,目标体系分为总体目标和分项目标。
As an important medium of regional innovation system, industrial duster within county area vitalize this system with its variety and speciality. The achievement of the interactive development between them lies in the institutional environmerit. In Heilongjiang Province this strategy involves objective system and means of implementation suitable to the local conditions.
