摘要
本文基于创新系统理论,采用DEATobit两步法对我国30个省、市、自治区农业创新系统效率进行了比较,并根据评价结果构建多元线性回归模型,分析创新效率的影响因素。计量分析结果表明,农村基础教育水平和自然灾害对区域农业创新系统具有显著影响,而政府科技经费并不是显著影响因素。作者建议通过改善教育条件,提高农业产业化程度等改善系统效率,促进区域发展。
From the perspective of Innovation System, the paper defined regional Agro - Innovation Systems (AIS) in China. Adopting two - stage method of DEA - Tobit, the authors compared the efficiencies of AIS in 30 provinces, and then, according to the results in stage 1, constructed a multiple linear regression model. The econometrics output shows that both basic education level in rural region and the natural disasters have significant negative effects on efficiency of regional AIS. However the public science & technology funding is proved to be insignificant. Thus, the authors suggest that we should not increase innovation input blindly. Through the improvement of education conditions and enhancement of agro - industrialization can people increase the system efficiency and therefore accelerate regional development.
