摘要
借鉴发达国家社区体育设施配套建设的做法,论述市场经济的改革过程中我国政府在房地产市场中的角色及职能的转变,分析了居民小区体育设施建设有关法规文件的实效性,突出强调了在“建老百姓身边场地”过程中,我国政府的法律责任和主体作用。
Drawing on the experience of sports facilities building in communities of developed countries, the article elaborates the role that the government plays in the real estate market as well as the transformation of its function under the circumstances of market economy reform. After analyzing effectiveness of laws and documents concerning sports facilities building in communities, the article stresses the government＇ s legal obligation and key role in building sports facilities in communities for people.
