协商民主中相互赋权的和谐社会——以深圳市福街商家草根组织为例 被引量:9

摘要 通过观察福街商家草根组织与福区政府长达8年的互动历史与现状,探讨协商民主中相互赋权的民主治理形式,并预期国家与社会在互动中共赢的学理路径。基于交往权力平等性,福街草根商会通过转换自身偏好主动接近福区政府职能部门,以协商民主方式将其始于道德与规范之上的社会合法性延伸扩展为政治合法性和行政合法性,从而在社会活动与政治参与方面更具实效性。与此同时,基于交往权力正当性,福区政府职能部门通过转换自身偏好主动接近福街草根商会,以相互赋权方式弥补作为政治工具化之合法律性在道德与规范意义上的合法性不足,从而在政策制订和社会动员方面获取更为深厚广泛的社会认同。 Through the observation of the history and present condition of the eight-yearlong mutual action between the grass chamber of commerce in Fu Street,this thesis tries to study the governance of democracy during the deliberative democracy and mutual empowerment,and the indication the theoretical route of the co-winning between the state and the society during the mutual action.According to the equability of the power of the communication,the grass chamber of commerce in the Fu Street has transformed their partiality and approached the Fu District government on their own initiative.It is more effective for it to take part in both the social and political activities by developing its social legitimacy to political which initialited form the morality and regularity to the administrative ones through the way of the deliberative democracy.Meanwhile,according to the justification of the power of the communication,Fu District government has transformed their partiality and approached the he grass chamber of commerce.It also has got so much more social identity to make the policy and social mobilization that it can counteract the weaknesses of the legitimacy of the legality on morality and regularity which has been politicalized through the way of mutual empowerment.
