摘要
扎实稳步地推进地新农村建设,外因是条件,内因是根本,外因通过内因而起作用。农村内发是新农村建设的根本,离开了农村内发,政府统筹将事倍功半,城市反哺也会得不偿失。实现农村内发应当以提高农村领导权威为主导,以改善农村权力结构为关键,以提高农村人气水平为根本,以壮大村级财政为途径。
The external factor is the condition for pushing off the development of rural area. And the internal cause is the most important. The external factors plays the role through internal factors. So, the internal development is most important. Without the internal development, the comprehensive governance will be effort-wasted and the so-called 'the city feeding rural area in return' will not be worth the candle. To realize the internal development of rural area, we should take the enhancing of rural leader's authority as the dominance, the amending of rural power structure as the key, the improving popularity level of rural area as the root, the expanding of rural finance as the way.
