摘要
宋代地方设路、州(军、监、府)、县三级政府。各级政府除行政长官外,特设相平行的巡检官,每路设一名都检使,每州设一名巡检使。在人烟稀少、治安任务不重的州(军、监、府),则由两三个州合设一名巡检。各级巡检的职责分工明确,专责警治,监督有力,战斗力强。宋代巡检制度是我国治安体制的一个重大更新,它的产生与建立是与当时的历史背景深刻切合的。巡检制度的建立,加强了对整个社会的治安控制,进一步促进了宋代经济、文化的发展,推动了历史前进的车轮。
Set up the way, state （corps, supervision, government office）, county tertiary government in the locality in Song Dynasty. The governments at all levels, except chief executive, especially set up parallel patrol officer, one surveillant at every way and one patrol officer at every state. Had one patrol officer been jointly by two or three the lonely states （corps, supervision, government office） that the public security task is not heavy. The patrol officer at various levels has clear duty, specific responsibility of management, strong supervision and fighting capacity. The patrol system in Song Dynasty was the control of public security of the whole society in our country, had promoted the development of economy, culture of Song Dynasty further, and boosted the large ship of history advance.
