摘要
美国面向城市设计实施的众多法规构建了一个以区划法为中心、结构上呈网络状交织的保障体系。这一体系既对开发、设计行为进行管制,又对开发、设计行为加以引导,这两方面的内容就成为美国面向城市设计实施的法规保障体系的显著特点,即“职能的二元性”。
Various rules of law oriented to the implementation of urban design in America have constitutad a legal security system which is centered around the regionalization and characterized by its network like structure,This system not only controls but also guides the development and design behavior.The two aspects,the ＂functional duality＂, constitute the remarkable features of the legal security system oriented to the Implementation of urban designs in America.
