摘要
建国以来，我国政府的投资战略经历了几次大的变动。近年来经济开发的重点开始向西部地区倾斜，且取得了一定的成效。根据经济发展的需要和西部地区的特殊情况，加强西部地区股份制改革和证券市场建设成为一种客观现实的选择。西部地区股份制改革与证券市场建设的基本要点是：解决股份制试点企业的选择与操作规范问题；发展西部地区的证券交易市场。
