摘要
为了解泰州市卫生监督机构人力资源结构现状,探讨人力资源配置的基本依据和方法,以泰州市全部卫生监督人员为研究对象,对其进行问卷调查;并由各单位科室负责人汇总2004年的全部室内、室外工作内容及清单。用任务或职能分析并辅以专家评估法进行理论工作量的测算。结果发现,泰州市共有229名卫生监督工作人员,平均每1万人口仅配备0.45名卫生监督工作人员。各类卫生监督总覆盖率为89.6%,其中职业卫生、放射卫生、学校卫生监督覆盖率较低。公共场所、学校卫生、传染病、职业卫生、生活饮用水卫生存在监督管理空白区。卫生监督总工作量为169235个工作日,理论上应当配备739名工作人员。该结果与2000年国家卫生部提出的标准基本一致。说明泰州市卫生监督人力资源数量不足、工作量负荷过重,市县有关部门应根据实际工作量和工作内容的要求,增加卫生监督员编制。
To investigate the current situation of the human resources structure and carry out scientific and accurate measurement of the work content and the work load in Taizhou health inspection agencies. The article probes into the basic methods for the human resources arrangement of health in- spection. Specific qestionnaires were used to investigate all objects by trained interviewers. Leaders in every division were told to collect inventories for all indoor and outdoor work from January 1,2004 to December 31,2004. The work load was calculated by task or function analysis and evaluated by experts through discussion and theoretical analysis. Totally,229 supervisors were investigated.Every 10 thousand persons only deploy 0.45 supervisor. The average cover rate of health supervision was 89.696 with lowest in occupational, radiation and school health supervision. There were some health inspection blank areas in Environmental Hygiene, School Hygiene, Infectious Hygiene, Occupational Health, and Drinking Water Hygiene. Theoretically, the total work load was 169 235 workdays. 739 supervisors should be allocated in Taizhou. Our study showed almost the same result according to the state-standard proposed in 2000. The key problems in Taizhou health inspection agencies were inadequate manpower, heavy workload. In order to improve this situation, related departments should increase number of health supervisors. According to workload analysis, the reasonable number of total staff should be 739.
