摘要
当前,为了促进我国经济持续协调发展,提高经济增长质量和效益,提高我国在国际上的竞争力和战略地位,减轻资源环境压力,实现全面建设小康社会的宏伟目标,必须加快推进经济增长方式的转变.针对我国经济增长过程中存在的“高投入,高消耗,高排放,不协调,难循环,低效率”的问题,迫切需要通过促进科技进步,转变政府职能来为实现经济增长方式的转变打牢基础;通过体制创新为实现经济增长方式的转变做好制度保证;通过大力开发人力资源,提高劳动者素质,扩大对外开放,加强对外交流,从而切实有效地加快经济增长方式的转变.
At present, in order to promote the continuous and harmonious development of our economy, improve the quality and performance of economic growth, sharpen our competitive edge and aggrandize our strategic position in the world, release the pressure on the resource environment and meet the grand target of building a moderately prosperous society in all respects, we need to accelerate change of the pattern of economic growth. In view of the problems existing in the process of our economic growth, such as high investment, high expenditure, high effluence, difficult circulation and low efficiency, we need with extreme urgency to establish a solid basis by way of promoting advances in science and technology and transforming government functions and to make a succes of system assurances through structural innovation for accomplishing change of the pattern of economic growth. And by means of developing vigorously the human resources, raising the quality of the labourers, opening further to the outside world and strengthening the foreign exchanges, we will practically and effectively speed up change of the pattern of our economic growth.
