摘要
为了进一步实现西部职成教育的超常规发展,西部地区可通过学历教育和多种培训模式并举的形式实施“本土开发”;通过积极谋求与东中部合作。采取东西部联合办学、外地务工外地培训、重点项目委托培养、外出求学等模式实施“转移开发”。两者相结合,实现西部人力资源的开放开发和中东西部互动开发,使西部人口能普遍接受职业能力的培养和培训。
In order to achieve the exceeding development of vocational and adult education development in west region, the west region can implement "indigenous development" through coexistence of degree education and various training model; carry out "transferring development" through active cooperation with east and middle region, united running school with east region, entrusted cultivation for important items, going out for schooling. Combining the two development model to achieve the open development of human resources in west region and interactive, development of middle, east and west region, and let people in west region accept vocational ability training popularly.
