摘要
核心胜任特征是组织核心竞争力的源泉,是组织独特的、具有竞争优势的各种能力的综合。组织的核心胜任特征理论为组织战略、组织行为与人力资源管理研究开辟了新的视野,引出了许多新的研究课题。在对组织核心胜任特征的概念进行初步分析,简要总结国内外组织核心胜任特征研究情况的基础上,提出对公共组织的核心胜任特征这一课题进行研究,并对研究公共组织核心胜任特征所可能采取的方法进行了讨论。
Core competency is the source of the core competitiveness of organizations and the synthesization of all kinds of unique and competitively-advantageous abilities of organizations. The theories of core competency of organization opens up new visions for the study of organization strategy, organization behavior and human resource management, and leads to many new research subjects. This paper defines the new conception of core eompeteneies of Chinese public organizations and reviews studies on core eompeteneies in corporations at home and abroad. Then it proposes to study the subject of core competency of public organizations and to discuss the possible methods for the study.
