摘要
日本国立大学法人化改革从2004年4月1日起全面实施,之所以对国立大学实施这项改革,一是为了实现行政改革的总体目标,二是由于国立大学僵化的官僚型管理体制造成国立大学缺乏应有的活力。国立大学法人化改革将包括组织体制、人事制度、财务会计制度、目标管理和评价制度四个方面。尽管改革实施的时间并不太长,然而依然给我国高等教育管理体制改革带来一些有益的启示。
The reforms of the Japanese national universities have taken effect since April 1, 2004. They are initiated to carry out the independent administrative corporations as management in the national universities that are inefficient of the bureaucratic management system. The reforms range from the organizational system, personnel system, financial system, to evaluation system. The effect of the reforms has not unveiled at the moment, but the far- reaching enlightenments are expected globally.
