摘要
新农村建设难点在西部,重点在西部。要缩小东西部之间的差距,实现城乡统筹发展,就必须以村域经济发展为基础,以提高农业组织程度和农户经济能力为核心,以工业支持农业、城市支持农村为外哺力,同时,加快西部农村体制改革,发展基层民主政治,推动农村建设全面进行。
The author holds that the key to the construction of a new countryside economy in China is that of the West and the bridging of the gap between the West and the East. Measures ought to be taken to achieve an equal development in the two areas. The interests of village communities are to be considered as the basis, the agricultural organizational level and the farmers＇ financial capacity as the nucleus, and industrial and urban support as complementary. A democratic rural government is also vital to achieve the goal.
