摘要
学术期刊质量的关键在于学术期刊的制度建设,文章论述了当前“三审制”的执行情况及构建一种以网络化为平台的更高效、更公正的“网络化专家票决”审稿机制;同时探讨了如何建立学术期刊内部的审读制度。
The key to the quality of a journal is its systematic construction. This paper discusses the current praction of manuseript＇ s examining and approving and suggests a more efficient and fair manuscript＇ s examining and approving mechamism based on web. It also explores how to build an internal system for a joumal.
