摘要
探讨了如何从城市规划和投资的需要出发,通过权属转移来调控供求市场、优化配置资源和降低开发成本,分析了合理的土地储备运作机制、适用范围以及在市场经济条件下实行土地储备的意义,以达到经营城市、促进城市协调发展的目的。
According to the requirement of city planning and investment, this paper discusses measures to adjust supply-require market, to perfect resources allocation and to reduce development cost through right transformation, analyzes rational implementing mechanism of soil reserve, its application sphere and the meaning of its application under the condition of market economy, in order to achieve the purpose of city management and to promote moderately development of city.
