摘要
塔里木河流域生态环境脆弱,经济发展相对落后,水资源短缺已成为制约流域可持续发展的主要限制因素,其中缺乏从生态经济的角度对流域水资源进行管理是造成塔里木河下游断流和生态环境劣变的主要因素之一。本文结合对塔里木河流域水资源管理现状存在问题的分析,从生态经济的角度,提出了以注重水资源可持续利用为主要内容的管理模式和策略,最大限度地发挥流域水资源经济、社会与生态环境的综合效益。
Vulnerable environment and lagging economy are the main characteristics in Tarim river basin , and the shortage of water resources has become a main limit factor for the sustainable development in the watershed,and without the management of water resources from the view of eco-conomy is one of the main factors leading to the lower reaches of the Tarim river becoming dry and the severity of the ecological environment. According to the situation and problems of water resources management in Tarim river basin, this research presents the management model and countermeasures which emphasize the sustainable utilization of water resources from the view of coo-economy,and the purpose is to get the synthetical benefits of the water resources in economy ,society and ecology.
