摘要
介绍了OA(OpenAccess)的概念及OA面临的若干问题,本着来自网络、体现网络的理念,针对OA中的费用来源、评议和发表时序等问题提出了一些更适合于网络环境的想法。
This paper introduces the concept of OA （Open Access） and some problems faced by OA, based on the concept of ＂coming from the network and externalizing the network＂, this paper puts forward some ideas that are more suitable to the network environment in the light of the fees＇ origin, deliberation, and issuing sequence, etc.
