摘要
忻州五台山区是山西八大林区之一,改革开放后,林业生产获得较大发展,生态环境得到改善。近几年由于林业政策的滞后性,农民个体造林的经济效益不能兑现,严重影响了农民的造林积极性,延缓了山区农民脱贫致富的步伐。本文在分析了现行林业政策的滞后性的基础上,提出了相应的法律规制措施。
The Forest of Wutai Mountain of Xinzhou is one of eight major zones in Shanxi. Forest is an essential part of rural economy. After the reform and opening policy, encouraged by the proper CPC rural policy, mountaineers have been planting trees actively, which leads to bigger development of forest and improvement of ecological environment. Within over twenty years, the economic benefits of individual trees panting is not available owing to the lagging policy, which limits on the advantage of regional economy and slow steps on shaking off poverty. Therefore, it is a vital approach of the well - to - do level to adjust; perfect and carryout the basic forest policy to encourage farmer＇ s willingness and develop forest production.
