摘要
随着国民经济动员的发展,其内涵也得到了发展。文章分析了战略物资储备的内涵和优化战略物资储备的意义,指出为确保战略物资的供给,并且满足国民经济动员对于成本的要求,应当根据不同类型战略物资自身的特点,充分考虑各种影响因素,合理确定战略物资储备量与战略物资动员量,以优化战略物资储备的规模。
The content of national economy mobilization is gradually enriched with its development. This paper first analyzes the content of strategic materials reserves and the significance of the optimization of their scale. Then it points out that in order to ensure the supply of strategic materials and fulfillment of the requirements for the cost of national economy mobilization, an optimization of the scale of strategic materials reserves should be implemented by determining the quantities of strategic materials that are reserved and mobilized in accordance with the characteristics of different types of strategic materials and various influencing factors.
