摘要
提出了城市政府对应急预案进行管理的必要性,认为这是改进目前一些预案质量不高、效力不佳的有力措施。分析了城市政府对预案管理的基本内容,认为政府至少应管理预案的主客体、编制程序、内容和实施等项目。此外,还对诸项预案管理的途径、方法等作了一定的研究,为政府有效地实施管理提供了建议。
the article concludes the certainties of the cities government on the emergency provisions management , which is the effective measures to improve the qualities and effiency of the emergency provisions; it also analyses the foundamental issues for the cities governments to take the management on the emergency provisions and concludes that it should covers the objectives and subjectives of the emergency management,making- up procedures , contents and implements at least; Moreover, for all the issues of the provisions management the article does the basic analysis on its necessities , methods ,etc. which raises the proposals to take this management.
