摘要
公共文化服务体系的主体除了政府,还包括文化事业单位、非政府组织和企业等。在公共文化建设的路径选择上,既要反对由政府包办的纯公益路径,也要反对完全市场化的纯市场路径,要在坚持公益性的前提下进行有限的市场化,将公共机制与市场机制有机结合。
The service system of public culture covers, besides the government, cultural institutions, non-governmental organizations and enterprises. As far as the approach to the construction of public culture is concerned, neither the approach purely based on public welfare nor the approach purely based on the market should be promoted. Instead, a certain degree of marketization on the basis of public welfare, i.e. the integration of the public mechanism and the market mechanism, should be advocated.
