摘要
我国行政效能监察法治建设已经创造出可喜的成果和经验,但仍需要进一步提高认识,调整部署,增强法治观念,开创行政效能监察法治建设的新局面。文章运用历史、实证、比较及逻辑推理等方法研究论证了“效能始终被我国权威文件和法律法规视为整个行政工作和行政法治的基本的、甚至是首要的价值目标”的观点,并据此给出了“行政效能”和“行政效能监察”的定义及开创行政效能监察法治建设新局面的若干建议。
Exciting achievements have been made and experience has accumulated with respect to the legal construction regarding supervision of administration efficacy in our country. However, more attention is needed, adjustment should be made, and legal awareness should be enhanced for further improvement. The view that" supervision of administration efficacy is seen by the national authoritative documents, laws and regulations as the basic or even principal objective of values" is illustrated by means of history, empirical study, comparison and logical reasoning. And accordingly administration efficacy and supervision of administration efficacy are defined and suggestions on legal construction of supervision of administration efficaev are made.
