摘要
我国实施素质教育改革面临的主要困境有素质教育的内涵和实质没有最终界定,严重制约了素质教育的研究和实践的进展;教育理论界关于素质教育改革理论先行还是实践先行的争执直接影响素质教育改革的进程;对素质教育改革困境的系统性、社会性认识不足;社会条件准备的程度从根本上制约着素质教育改革的进度;建立社会对教育公平的信心,逐步消除社会对改革现行招考制度后能否保证考生升学机会公平的顾虑是困扰素质教育改革的重要因素,也是教育部门,更是社会管理机构必须攻克的课题。
The argument in the field of educational theory over which should go ahead, the theory of quality education reform or practice, directly affects the progress of quality education reform. The failure to be aware of the systematic and social nature of the difficult position in quality education reform restricts the progress of the reform. Building up the confidence of society in educational equity, gradually eliminating the worries of the public about whether or not the current enrollment system can guarantee the fair opportunity of students'ntering a university ,all these problems are standing in the way of the reform in quality education. These problems should be dealt with by the education sectors and the management organizations.
