本文讨论了高校全员德育意识的内涵及表征，论述了全员德育意识在高校内部德育系统工程中的重要作用，提出了确立和强化高校全员德育意识的主要途径．
In this paper,the authors discuss implication and characteristics of the moral educational consciousness of personnel in colleges and universities,pointing out that the moral education of personnel in institutes plays an important role in the systematic project of the moral education inside institutes.They also suggest a few major approaches that can be utilized to establish and enhance the moral educational consciousness of personnel in colleges and universities.
