摘要
文化是人类精神的外化。文化是以“文”化人。文化以先进“文”化人,提高人的素养、品德和能力。提高民族地区党政干部的执政能力,关键是加强民族地区的文化建设。
Culture refers to the outer expression of man＇ s spirit, helping making good quality by its connotation. Culture can improve one＇ s character, moral and ability by its rich content. The key to enhance ruling capability of party carders and government officers in ethnic regions lies to its all-round culture construction.
